Charles “Ramsey” Breakall, 74, passed away unexpectedly at his home in McHenry, MD, on December 17th. Charles was preceded in death by his parents; brothers, Oscar “Mick” Breakall and Gary Breakall; and sister, Barbara Wolford.

Charles was known as “Ramsey” to his family and childhood friends. He was a 1967 graduate of Hancock High School. He continued his education at Frostburg State College, obtaining his bachelor’s degree in 1971. Charlie joined the Army Reserves and was a proud United States veteran. After many years of working as a social worker, he returned to The University of Maryland and obtained his Masters as a LCSW in 1995. Charlie worked as a Social Worker for over 35 years for the Washington County Department of Social Services. He was a member of the Oakland American Legion, President of the Area Health Education Center (A.H.E.C.), and a member of the Hagerstown Ski Club. He enjoyed reading, traveling, snow skiing and boating, but his true love was spending time with his grandchildren and extended family.

Charlie is survived by his loving wife, Robin A. Storms; children Abigail Bruch, Rachel Bruch and her husband, Elliott Perfetti, and Zachary Bruch and his wife, Liz Bruch; adoring grandchildren, Avabella Perfetti, Giorgio Perfetti, Cecilia Perfetti and Wesley Bruch; sister, Phyllis Bradley; brother, Paul Breakall and his wife, Ruth; sister-in-law’s, Shirley Breakall and Kate Storms; and numerous nieces and nephews and great nieces and nephews. Charlie was loved by all and will be missed by many.

In lieu of flowers, donations may be made in Charlie’s name to St. Jude Children’s Research Hospital, stjude.org or the Deep Creek Volunteer Fire Dept., 1906 Deep Creek Dr., McHenry, MD, 21541.

A memorial service will be held at Grove-Rogowski Funeral Home, 141 West Main St, Hancock, MD, on Saturday, January 20, 2024, at 11:00 am.

The family was assisted by Newman Funeral Home, Grantsville, MD.
